Does anyone know if these are subject to the Cook County sweetened beverage tax? Thanks!

I honestly don’t, but I would fight that tooth and nail.
Illinois state law PROHIBITS tax from being collected on a free-product manufacturer coupon, of which these are.
Jewel also notes this in their own coupon policy: https://www.jewelosco.com/coupon-policy/
ILLINOIS STORES ONLY: Customers are NOT required to pay taxes on ‘Unconditional ‘Free Manufacturer Coupons. Ring as a separate Tax Exempt order to relieve the taxes once manufacturer coupon has been scanned.

aren’t MyMixx freebies usually Store eCpns, per the receipt?
Coupon Maven says
I don’t have a receipt around to check, but I’m pretty sure these are manufacturer-reimbursed offers — I believe Jewel partners with each brand to offer these freebies each week.

I went yesterday and had to pay 16 cents tax in chicago on the zico water. I didn’t want to cause a scene and just paid it. Should I dispute it?
Benjamin says
The tax is a mandatory thing and the only way to not have to pay it is by using “LINK”

No – Jewel’s own coupon policy instructs cashiers to remove the tax:
