The signs in the Oswego store said limit 2 (so 2 sets of 7 items each, 14 items).
Interestingly, after I scanned the 7th item, it took the $7 off as expected. when I scanned the 8th item, it automatically took $1 off. This happened for each item scanned after 7. It did not take a second $7 off after the 14th item. So I could have, if I really wanted to, buy in any quantity after 7 up to 14 at the discounted price.
