You state that:
Jewel’s coupon policy allows shoppers to apply manufacturer coupon overage to other items in the same transaction. It also allows two manufacturer coupons to be used on a Buy One Get One Free sale.
However, their official policy states:
A cents off coupon may be used with a B1G1Free coupon, redeemable on the purchased item.
Doesn’t the line above mean that you can only used the coupon on the item that you PURCHASED (not the one you get free)? I recently had this happen – the register rejected the second coupon and the cashier said it was because I was only purchasing one item.
Do you interpret the policy differently?

No, I’m definitely not interpreting the policy differently. In past years, Jewel has had blogger events specifically for bloggers who write about Jewel, and we’ve clarified this in person too. The issue is that the registers ARE set up to reject the second coupon (which is certainly a continued source of frustration for years now for shoppers.) Jewel has instructed cashiers to manually push through/accept the second coupon. Sometimes newer cashiers are unaware of these instructions.
To further explain this line:
>>A cents off coupon may be used with a B1G1Free coupon, redeemable on the purchased item.<< Here's how this works. I buy two bottles of shampoo that are on sale for $1.99 each. I have a $1.00 coupon and a Buy One Get One FREE coupon: Shampoo #1 $1.99 - Use the $1 off coupon on this, as it is the one you are purchasing (what Jewel calls the "purchased item" in policy) = price drops to .99 Shampoo #2 $1.99 - Use the Buy One Get One FREE coupon on this -- the free bottle. Price drops to $0. With both coupons, you'll pay .99 for two.

Thank you. How does this apply to products that Jewel has on sale BOGO (rather than me having a BOGO coupon)?

Same way — the policy allows two cents-off or dollars-off coupons on a B1G1F in-store sale. The cashier -will- have to manually approve the second coupon as the register will kick it out, but Jewel has maintained (both to bloggers and on Facebook) that cashiers are instructed to approve the second coupon.

to clarify: I was trying to use two .50 off coupons on a BOGO sale item and the register only accepted one coupon.
