When using SavingStar can you stack with coupons used at time of purchase? I.E. if I purchase progresso soup and use my Mperks coupon $1 off 4 can I still add that purchase to my SavingStar or because they are both mfg coupons will that not be allowed?

  Both are manufacturer coupons, so you aren’t supposed to use the same $1-off-4 from Mperks and SavingStar on the same four cans of soup.
  
  That said, if it is a “One Or Many” offer, such as “Buy $15 worth and get $5 back” then you can use manufacturer coupons with them too.
