Honestly, I have no idea how they will enforce this. It isn’t possible for the register to flag and disallow this coupon just because it is used on a clearance item, and it puts an enormous responsibility on cashiers to determine whether or not an item is on clearance when a coupon is presented for it.
It’s really going to be difficult to enforce a restriction like this on all sides. Will shoppers take the time to read and abide by this, and will cashiers? And how is a cashier supposed to know or keep track of whether or not an item is ringing up at a clearance sale price? This restriction makes me shake my head a bit…

The first time I ever used a coupon in IL was at a CVS for clearance makeup. The cashier treated me like a thief and read all the fine print outloud to me saying the coupon “specifically bans clearance” and it didn’t. She looked silly but I guess now manufacturers are taking her side. lol

What do they care if the store charges $4.99 or $2.97? It does not affect how much they are paying the retailer on a $1 Q…???
