I’ve seen this with many of the pre-packaged meats. It’s one of the reasons that I prefer to buy the stuff from the counter, where they package what you pick. Worse are the packages filled with gasses to keep the meat looking fresh when it isn’t.
I suspect the culprit is that pad in the bottom of the foam tray. Meat that is packaged and sitting in the tray loses moisture to the absorbent pad that is then discarded. In some cases extra water is added to the meat before packaging, and included in the weight, but lost while sitting on the shelf before use.
